Ancient Governments and Now

We passed a balanced city budget last night at the Bellemeade City Commission meeting without raising taxes.
I am a happy Mayor this morning.

I think about all the ancient city governments who also have to deal with taxes and spending issues. That is the price we pay for civilization.
